Parliament passes Bonus bill; benefits to accrue from April 2014

Parliament yesterday approved the Payment of Bonus (Amendment) Bill 2015 with the Rajya Sabha adopting it. The Lok Sabha had passed the legislation on Tuesday. It will be made effective retrospectively from April 1, 2014.

The legislation would make more workers eligible for bonus by raising their monthly pay eligibility limit to 21,000 rupees from 10,000 rupees, that include basic salary plus DA. It also enhances monthly bonus calculation ceiling to 7,000 rupees per month from 3,500 rupees.

Both the proposed changes are in line with the demands of 10 central trade unions, which had observed a day-long strike on September 22 this year. Labour Minister Bandaru Dattatreya assured the House that the Government will fully protect the interest of workers. The bonus limit has been increased after a decade.

The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more people are employed on any day during an accounting year. It stipulates that any employee earning up to the monthly pay eligibility limit has to be paid a bonus at a minimum rate of 8.33%.
