Parliament approves amendment to Minority Education Commission Act

Parliament has passed an amendment bill which enables the Minority Education Commission to enquire into complaints by minority educational institutions about violation of their rights to establish institutions of their choice. The Rajya Sabha passed the bill today while as the Lok Sabha passed it earlier.The bill also empowers the Commission to intervene in proceedings involving any deprivation or violation of the educational right of the minorities. It also provides for a review of the safeguards provided under the constitution for protection of educational rights of minorities and also specify measures to promote and preserve the minority status and their character. Responding to the brief discussion on the bill in the Rajya Sabha, the Human Resource Development Minister, Mr. Kapil this legislation does not deal with setting up of universities, rather, it is a procedural act where in a minority educational institution can approach the minority educational commission after refusal of no objection certificate by the State Government. He added that the bill is in keeping with the philosophy that minorities also have the right to establish universities of their choice but they will have to comply with UGC guidelines. The bill seeks to amend the National Commission for Minority Educational Institutions Act, 2004.
