Parliament adjourns sine Die, Stand off between Govt. and opposition on JPC probe issue marrs the session

The Winter Session of Parliament came to a close today after the Lok Sabha and the Rajya Sabha were adjourned sine die. Except for the opening day, the session was marked by acrimonious scenes and repeated adjournments over the opposition demand for a JPC probe into alleged 2G spectrum scam. Before adjourning the Rajya Sabha, the Chairman, Mohd. Hamid Ansari, said there is a need to introspect on the record of this session to seek the distinction between dissent, remonstration, agitation and disruption.While expressing concern over the disruptions in the House, he regretted that the prohibition in the rules about shouting slogans, displaying posters and obstructing the proceedings by coming into the well of the House were consistently ignored. The house met just for two hours and 44 minutes in 23 sittings.According to Lok Sabha secretariat sources, nearly 125 hours were lost due to interruptions and adjournments.Later addressing the media, the Parliamentary Affairs Minister Minister, Mr P K Bansal charged the NDA-led opposition with subverting the functioning of democracy by not allowing both the houses to function over its demand for a JPC probe. Mr. Bansal alleged that the sole design of the BJP and its unholy alliance with the Left is to destabilise the government and create difficulties in its working for ulterior objectives. He said the opposition is not interested in unearthing the truth or fighting corruption but only seeking a political weapon to fight a political battle. Describing as unfortunate the opposition threat of taking the issue to the budget session, Mr Bansal warned that the attempt will create a constitutional crisis and appealed to the opposition to see reason.Strongly criticising the BJP-led opposition for disrupting Parliament, the Congress President, Mrs Sonia Gandhi alleged that there has been a pattern from the day the BJP was voted out of office in 2004. Addressing the Congress Parliamentry Party in New Delhi, Mrs Gandhi said from very first session of the 14th Lok Sabha to the current one, every session has been disrupted on several days by the opposition. She said that the government has nothing to hide and rejected the allegations that it is shying away from investigations. She made it clear that the government is determined to get to the root of the matter and spoke of the various on-going enquiries into the alleged 2G spectrum. Mrs Gandhi said that nothing should be done to denigrate the institution of Prime Minister and institutions cannot be sacrificed at the altar of political expediency. She said that PAC and CBI, which are probing into the issue, should not be undermined in any way.The BJP, on the other hand, blamed the government for the logjam in Parliament saying that its adamant attitude and arrogance in rejecting the opposition demand is responsible for it. Party spokesman Venkaiah Naidu said whatever action the government has taken is due to opposition pressure, media questioning and sometimes because of Supreme Court. The NDA leaders, including Mr L K Advani, Mrs Sushma Swaraj and Sharad Yadav were among those who took part in the dharna staged in the Parliament compound to press their demand for a JPC probe.
