A Parliamentary Panel has suggested to the government to increase the budget outlay for construction of godowns and warehouses in the 12th Plan period. The Committee on Commerce has expressed displeasure over the government's policy to accumulate foodgrains over and above the buffer norms. It pointed out that storage of wheat and rice in many places is not satisfactory and led to damaging quality. The panel said the state governments should also encourage budgetary allocations for construction, upgrading and maintenance of ware houses.
