The Head of the Russian Paralympic Committee has said that the decision to bar Russian athletes from taking part in next month's Rio Paralympics over doping allegations was a grave human rights abuse. Vladimir Lukin, President of the committee, told a news conference in Moscow that most Russian paralympians were not guilty of doping. He said he is ready to prove that the team had fulfilled all its anti-doping obligations. Russia said it would appeal the decision of the International Paralympic Committee (IPC). The All-Russia Sport Federation of the Physically Disabled said, it has lodged an appeal to the Court of Arbitration for Sport. Earlier in the day, the IPC released a statement on suspending Russian athletes from the Rio Paralympics with immediate effect. The Russian Sports Minister Vitaly Mutko called the decision unprecedented, voicing support for the Russian Paralympic Committee to resort to legal means.
