Russian Federation Ambassador to Sri Lanka Valdimir P. Mikhaylov says the report prepared by the panel of experts, appointed by the UN Secretary General on accountability issues relating to alleged violations of international human rights and humanitarian law in Sri Lanka during the last phase of the humanitarian operations is not a UN report but a personal initiative of UN Secretary General. He said Russia's position on the matter was made public by the Ministry of Foreign Affairs of the Russian Federation in its press statement on June 24, 2010. According to the Sri Lankan Defence Ministry website , the Russian Ambassador said “Unfortunately it seems that the panel of experts went beyond its task, at least as it had been made known to our representatives of New York”.AIR correspondent reports, a day ahead of the formal briefing by the Sri Lankan External Affairs Minister to the diplomatic corps in Sri Lanka on the latest UN Experts’ Panel Report, the Russian Ambassador here has been quoted by the Sri Lankan Defence Ministry as stating that this cannot be defined as a UN Report . According to the Defence Ministry website, Russian Ambassador has said that appointment of the Experts’ panel was a personal initiative of the UN Secretary General. The latest UN Experts’ Panel Report has suggested that there are credible allegations of serious human rights violations by the Sri Lankan forces in the last phase of the war, which led to military defeat of the LTTE in May 2009. It has urged the UN Secretary General to immediately set up independent international mechanism to investigate into allegations of war crimes. The Russian Ambassador reportedly has also said that at a time when Sri Lanka is healing its wounds after long armed conflict, the UN may render its assistance, if needed, and not to complicate the process of reconciliation. Meanwhile , UN on Tuesday expressed regret over the leak of the UN Panel report, to the media, before it was officially made public.
