Pakistan-based groups and its intelligence agency the ISI has come under scanner again for Thursday’s suicide car bomb explosion outside the Indian embassy in Kabul. The blast killed 17 people and injured more than sixty others.An Afghan foreign ministry spokesman said in Kabul that the attack was definitely planned outside Afghanistan, pointing to bordering areas of Pakistan which act as safe haven for the terrorists. Afghan ambassador to the US, Mr. Said Jawad told a TV programme that they are pointing the finger at the Pakistan intelligence agency, based on the evidence on the ground and similar attacks taking place in Afghanistan.The ambassador said the target shows the international connections of the Taliban and al Qaeda and how closely they work with each other. Mr. Haroun Mir, the director of the Afghanistan Center for Research and Policy Studies said some rogue elements in the ISI are very upset about India's activities in Afghanistan.Meanwhile the Foreign Secretary Mrs. Nirupama Roa has arrived in Kabul today in wake of Thursday's bomb explosion outside the Indian Embassy in Afghanistan.India believes that the cause of democracy and peace in Afghanistan can be best served through development programmes which the Afghan government and people need most urgently. A day after its embassy in Kabul was attacked by a suicide bomber, Minister of State for External Affairs Parneet Kaur said, Afghanistan needs such assistance to serve the cause of democracy in the war-ravaged country. Noting that India has already carried out several major infrastructure projects in Afghanistan, she said the country has committed itself to provide such assistance estimated at 1.2 billion US Dollars. A suicide bomber yesterday blew up an explosives-laden car outside the Indian Embassy in Kabul, killing 12 people and injuring 83, including three ITBP personnel, in the second attack on the mission in over a year.Addressing an Indo-EU forum seminar, Mrs. Kaur also sought enhanced cooperation between India and the European Union in tackling the biggest challenge of terrorism. Hoping that the summit meeting between the two sides next month in New Delhi will further concretize their strategic ties, she said India and the EU need to address the menace of terrorism with coordination and cooperation.Referring to the Indo-US civil nuclear deal, the minister said it has offered huge opportunity to work for sustainable energy security. Talking about climate change, she said both India and the EU have clear differences in their approach to deal with the problem. On WTO deadlock on Doha round, the Minister said a multilateral, rule-based universal trading regime is in the best interest of both developed as well as developing countries. Reiterating India's demand for strengthening the role of United Nations, she said the EU recognizes the need to make the multilateral system more responsive. She also favored reforms in international financial institutions like IMF and the World Bank.
