In Thailand, Tropical Storm Pabuk caused floods and blackouts leaving nearly 30,000 people in evacuation shelters across the southern part of the country today.<br />'' &nbsp;<br />'' Pabuk, packed with winds up to 75 kilometres an hour brought heavy rains yesterday, downing power cables and causing widespread flooding.<br />'' &nbsp;<br />'' The Meteorological Department said the storm was downgraded to a depression early today as it moved into the Andaman Sea.<br />'' <br />
