<span style="color: #222222;">In Puducherry Legislative assembly the opposition parties N R Congress, AIADMK and BJP members staged a walk out in the house opposing chief minister Narayanasmay presenting the budget without the Lieutenant Governor's address.<br />''</span><br />'' <span style="color: #222222;">The entire opposition were on their feet and demanded an explanation from the chief minister.<br />''</span><br />'' <span style="color: #222222;">But the chief minister continued to read out his speech unmindful of the opposition shoutings.<br />''</span><br />'' <span style="color: #222222;">The leader of the opposition N Rangasamy, while talking to the media persons outside the assembly said that, it is customary that the Lieutenant Governor should address the house to inaugurate the budget session and it is also mandatory to get the approval of the Lieutenant Governor for the budget as soon as the union government approves the same.<br />''</span><br />'' <span style="color: #222222;">Presentation of the budget without the approval of the Lieutenant Governor  will lead to several confusions, Rangasamy added.<br />''</span><br />'' <span style="color: #222222;">Earlier, Lt Governor of Puducherry Kiran Bedi refused to deliver her customary address of the budget session in the Legislative Assembly saying Chief Minister V Narayanasamy did not send her the annual financial statement and demand for grants meant to be presented in the House today.<br />'' <br />'' Dr Bedi said, she has informed the chief minister that he has not sent her the documents as required under the provisions of the Government of Union Territories Act 1963.<br />'' <br />'' In a letter to Mr Narayanasamy, she asked him to give a new date for the budget presentation. Lt Governor said, the Chief Minister also sent her the inaugural address late yesterday evening.<br />'' <br />'' She said, the budget is not approved as is mandated and therefore no point to address the House in such circumstances. </span><br />'' <br />'' <span style="color: #222222;">Dr Bedi said, she has also informed Union Home Minister Amit Shah about the development. She said, the Chief Minister's Office has refused to accept her letter.</span><br />''
