The one man committee appointed by the government to look into 2G Spectrum allocations irregularity would go by the records to find out procedural lapses within the department of Telecommunications and not beyond that. Talking to newsmen in New Delhi last evening Justice Shivraj V. Patil who is heading the panel, said that the terms of reference has been finalised by the government to examine the internal procedures adopted by DOT during the period 2001- 2009 for issue of telecom service liscences and allocation of spectrum.Justice Patil, who is a retired judge of the Supreme Court, said, the committee however will not touch upon the independent investigations being carried out either by CBI, CAG, PAC or Supreme Court.He however said that he may go through these reports for his own assistance. He asserted that the committee will call the departmental officials and seek informations from them other than going into records to find out if any procedural lapses have been made at any stage or at any level. On being asked whether he will be seeking informations from the former telecom minister A. Raja, Justice Patil replied in negative.In reply to a query, Justice Patil made it clear that he will not be carrying out any investigation or inquiry into the spectrum allocation as the committee has not been set out under commission of inquiry act. He said that he has to submit the report within four weeks and so he will be going into the records as expeditiously as possible.On being reminded that several documents are missing from the department, Justice Patil said that the documents could be reconstructed.
