Jammu and Kashmir Chief Minister Omar Abdullah has welcomed the statement of Union Home Minister, Mr. P. Chidambaram about the proposed surrender and rehabilitation policy for the militants. <br/> <br/>He said the State and the Union Governments will jointly work for an effective policy to this regard. The Chief Minister said this while speaking to media persons at the sidelines of a function in Kathua, on Thursday. <br/> <br/>Later reviewing the District Plans of Kathua and Samba districts at the separately held District Development Board meetings at Kathua and Samba yesterday, Omar said that the Government is contemplating to launch a comprehensive Kandi Development Programme to ensure holistic development of Kandi areas, spread all over the State. Laying stress on the effective monitoring of works, the Chief Minister said that the Government will not compromise on the quality of work. The Chief Minister said that the Jammu and Kashmir State is fast moving on the track of development.<br/>
