<br/>The Jammu and Kashmir Chief Minister Mr. Omar Abdullah has said that sustained internal dialogue with all shades of opinion including those who are not in mainstream politics is necessary for any long term solution to the problems in the state. But he also made it clear that if the separatists expect the centre to hold talks without any pre conditions than they also should also not set any conditions for the dialogue. In an exclusive interview to AIR Mr. Abdullah said whatever demands the separatist leaders have they should come as part of the dialogue process rather than as a pre condition or a precursor to the talks.<br/><br/>On the All party meeting’s decision on holding an independent inquiry into the circumstances that led to the recent civilian deaths Mr. Abdullah said that it should be implemented in way which is balanced and fair and specifies what is necessary that such things do not occur in future. He also emphasized the need for providing proper training and equipment to the security forces particularly those who deal with law and order situation. He said tit will also look at how contacts between the civil administration and the people are increased .He however said no decision has yet been taken as to who will chair the inquiry and what the terms of reference will be.<br/><br/>While admitting that there have been complaints about the abuse and excessive use of the Public Safety Act this Act , Mr. Omar said it becomes necessary to make use of this Act when other rules or laws are not a implemented in the letter and spirit in which they are supposed to be used . He said that both the government and the judiciary needs to see how the existing laws could be used to strengthen the steps that the government wants to take normalize situations without having to take recourse to laws like the public safety act.<br/><br/>On the decision for an all party delegation to meet the Prime Minister with regard to the problems being faced by the people , the Chief Minister said that d that his government is in the process of finalizing the composition of the delegation. It ill compromise about four or five senior leaders of the state from various political parties.
