The Odisha Government has imposed restriction on the visit of foreign tourists and researchers to the areas inhabited by primitive vulnerable tribal groups like Bondas, Dongaria Kandhas and other such communities. The decision has been taken following the controversy over the human safari in the tribal areas of Odisha. The state government also decided not to give permission in any form of amusement or entertainment by the primitive vulnerable tribal groups for the tourists. AIR correspondent reports, no foreign tourist or researcher intending to visit the areas inhabited and frequented by primitive vulnerable tribals gropus like Bondas and Dongaria Kandhas in Odisha can do so now without valid permission from the concerned district collector and magistrate. A copy of the permission should also be marked to the local police station. In case of any violation, criminal cases will be lodged against the tourist, sponsor, tour operator under appropriate sections of the law. The concerned district collector and magistrate shall allow visitors to only limited number of villages or locations taking into account the sensitivity of the area and genuine purpose of the visit. The tourists shall be accompanied by a representative of the development agency of the concerned primitive vulnerable tribal groups. The instructions issued by the Odisha Government maintains that permission for visiting the primitive vulnerable tribal groups areas at night will not be given. Besides, no photography and videography of the tribals belonging to the primitive vulnerable tribal groups will be allowed. Physical proximity of the tourists to the primitive vulnerable tribal groups shall be strictly prohibited and they shall not be allowed to enter houses of the tribals. Tour operators have been asked not to depict the photographs, video clips, write-ups on primitive vulnerable tribal groups in their websites and brochures in an inappropriate manner for promotion of tourism. The matter came to light when a brochure of a tour operator outside the country showed one of their holiday packages to the tribal areas of Odisha stating that tourists can see the lifestyle of tattooed, heavily beaded, near-naked people, their day-to-day activity and their extremely primitive way of living.
