In Odisha, Maoists have refused to release abducted BJD MLA Jhina Hikaka unless 30 ultras are released.Andhra Odisha Border Special Zonal Committee of CPI (Maoists) said Hikaka will not be released unless 30 ultras, including Chenda Bhusanam alias Ghasi involved in 41 major incidents of violence, are freed. The three-page letter in Telugu warned that the 37-year old tribal MLA will be produced before a 'Praja Court' to decide his fate if the Odisha government further delays the release of 30 ultras. Odisha Home Secretary U N Behera, however, said that the state government has not received any fresh letter from the Andhra Odisha Border Special Zonal Committee of CPI (Maoists). He said the government has already agreed to facilitate release of 23 people, including 15 from the Chasi Mulia Adivasi Sangh in exchange of the BJD MLA. On the demand for release of more prisoners, Behera said the matter is being examined and police and legal opinion are being sought.Meanwhile, no communication has been received from the Odisha State Organising Committee of CPI (Maoists) which is holding Italian national Paolo Bosusco. Secretary of the Committee, Maoist leader Sabyasachi Panda, has said he is yet to receive a copy of the joint agreement made between state government representatives and Maoist appointed mediators on the 13-point charter of demands for the releae of Italian national.
