A President Barrack Obama says he will announce plans to promote jobs and economic growth in a speech to Congress next week. The President said, he would announce, what he called, bipartisan proposals that Congress could immediately enact. However, a row has broken out over the timing of President's speech. While the President wants his speech for job creation to a joint session of Congress next Wednesday to be carried live on prime time Television, the speech will clash with a televised debate between Republican party presidential candidates.
