<br/>President Obama leaves today for the Czech Republic to sign a new treaty between the United States and Russia meant to make new reductions in each nation's nuclear stockpiles. The new agreement reduces by about one-third the number of nuclear weapons either country could deploy. <br/><br/>Russian Foreign Minister has meanwhile warned that Moscow reserves the right to withdraw from the treaty if future US anti-missile shields threatened its security.
