President Obama has decided to introduce a three year spending freeze in an effort to reduce a trillion dollar American budget deficit. His officials say he will announce the measure in his first State of the Union speech tomorrow. <br/><br/>The freeze would not apply to a number of key departments like defence, foreign affairs, security, spending on health care for the poor and retired and the massive economic stimulus.<br/>
