Pakistan's former Test leg-spinner and chief selector Abdul Qadir said that non-participation in the third edition of the cash-rich Indian Premier League (IPL) is a big setback for Pakistan cricketers and Pakistan Cricket Board (PCB) should have acted on time to secure visas for the players.Qadir also urged that still there is lot of time for IPL and organisers could impose penalty on the PCB in order to provide cricketers another chance in their interest.PCB had yesterday clarified that it had tried hard to get the visas for its cricketers to play in the IPL but could not have influenced the Indian High Commission.
