The Prime Minister has said that cross-border terrorist camps have been reactivated and there is no room for complacency in Jammu and Kashmir. Addressing the Police Chief's conference in New Delhi today, Dr. Manmohan Singh called for foiling the infiltration bids and stressed for coordination in the functioning of all security agencies in that State.Referring to change in situation in Jammu and Kashmir, he said empowerment of local bodies will be a critical step in energizing the development process. Dr. Singh said the process of dialogue and democracy needs to be given a chance in Jammu and Kashmir to secure a just and honourable settlement of issues , meeting aspirations of all sections of people in the State.Noting that the security environment in the country continues to be uncertain, Dr. Singh said that recent terrorist attacks in Mumbai and Delhi are grim reminders of these challenges. He called for improving human intelligence capabilities and said an effective beat constable can be vital in checking the activities of terror networks. The Prime Minister advocated for better connectivity between Centre and State agencies to strengthen information sharing network and using latest technologies for communication.Dr. Singh said that a well trained and equipped force is required to deal with riots and urged the Police Chiefs to consider ways of scaling up the availability of such trained personal and formations in the States.Dr. Manmohan Singh called upon the Centre and the States to work in tandem to effectively deal with the menace of left wing extremism. He said for this a huge and coordinated effort is required for a decisive change . The Prime Minister said there is a need to show flexibility and innovation in implementing development schemes in Naxal affected districts. Referring to his recent meeting with the District Collectors of 60 such districts, Dr. Singh said that he has asked to make necessary changes in the rules of rural development schemes to address some of the concerns and the problems faced by the District Officers. The Prime Minister expressed the hope that with these changes and setting up of specialized India Reserve Battalions will help in expediting the development efforts in these areas.Dr. Singh said that insurgent groups in North East are coming round to the view that political issues can be addressed through peaceful dialogue and there is no need to entail violence. He said atmosphere for talks in Assam has improved and there is change in the situation in Darjeeling hills.The Prime Minister called upon the police force that perception of any bias by the law enforcement and investigation agencies against minorities is inimical to effective policing and stressed the need to consider ways to deal with the causes of such perceptions where ever they exist.
