The Prime Minister said that with both state and non state actors involved in the business of terrorism there is a need to improve the country's defence mechanism to fight the menace. Addressing the combined commander's conference of the three services in New Delhi today, Dr. Manmohan Singh said there are regular reports of imminent terror attacks in the country and therefore there is no room for complacency. He said the recent terrorist attack on Indian Embassy in Kabul this month is a grim reminder of the forces the country is pitted against. Without naming Pakistan, he also said that the overall situation in our immediate neighbourhood has worsened. Dr Singh said there is a need to be prepared to face onslaughts of terrorism, asymmetric warfare and aggravated militancy and knee-jerk reactions should be avoided. He also said that the Mumbai terror attacks showed the lethal dimensions of terrorism and non traditional threats to the country's security. He said that India is a democracy and an open society and therefore sometimes highly vulnerable.
