No proposal to ban beggary at present: centre

Government says, there is no proposal for banning beggary at present. Minister of State for Social Justice and Employment D Napoleon said in a written reply in the Rajya Sabha that the government has implemented a number schemes for the welfare of aged, persons with disabilities, orphans, abandoned children, victims of alcoholism and substance abuse, who are vulnerable to beggary.

He informed the House that presently, 20 states and two Union Territories have enacted their own anti-beggary legislations or adopted the legislations enacted by other states. The Minister said beggars generally tend to flourish in cities, towns, religious centres, tourist centres, railway stations and other similar hubs.
