Prime Minister has said that there are no pre-conditions for talks with Pakistan but they cannot make headway unless there is effective control of the terror groups operating in that country. Addressing a news conference at the end of his two-day visit to the Kashmir valley, Dr.Manmohan Singh expressed the hope that separatists and others would heed his appeal for a dialogue with all sections of the people of Jammu and Kashmir. He said India is a democracy and if terrorists continue attack and take the precious lives an atmosphere cannot be created for negotiations. <br/><br/>He also made it clear that Pakistan's actions against those believed to be behind the Mumbai attacks are not satisfactory and expressed the hope that Islamabad would bring all the perpetrators of 26/11 attacks to justice. The Prime Minister said that India is comitted to a peaceful resolution of all the problems facing Jammu and Kashmir both with internal and external dimensions. He however asserted that India will not act under anybody's pressure when asked about the raking up of Kashmir issue by Organisation of Islamio Countries.<br/><br/>Dr.Singh described as far fetched and far from truth Pakistan Interior Minister Rehman Malik's charge that India is abetting violence in Balochistan and funding Taliban. He pointed out that India is was a victim of terrorism aided and abetted from Pakistani soil. <br/><br/>The Prime Minister said it is in the interest of people of Jammu and Kashmir as well as Pakistan that the relations between our two countries should be what they ought to be between two neighbours. <br/><br/>In reply to a question,the Prime Minister said the Maoist threat is a reality and the Centre is duty bound to deal with it in an effective manner. Pointing out that the threat posed by the Maoists has to be dealt with in a holistic way he said every state has to maintain and enforce law and order. Dr.Singh said the law and order is the pre-condition of any sustained social and economic development. <br/><br/>Earlier, chairing a high level meeting of economic reconstruction in the state last evening the Prime Minister announced an additional quota of five hundred megawatt of electricity to the state, an additional 350 crore rupees for the rehabilitation of Dal lake dwellers. He said, 40 thousand carpet looms will be replaced with the central financial assistance. For overcoming the problem of unemployment Dr. Singh said that volunteers from the state will be recruited on honorarium basis and 8000 seats will be reserved in different ITIs in the country for the students of J&K for developing skills.
