Prime Minister Narendra Modi has warned that no bank defaulter will be spared. Addressing an election rally at Rangapara in Sonitpur district of Assam today, Mr Modi accused Congress of helping the rich usurp people's money and letting them escape with the money in an apparent reference to Vijay Mallya issue. <br/><br/>He said, the NDA government has tightened the screws on the looters who were now fleeing due to fear of going to jail. Mr Modi said, various fiscal policies initiated by his government had done away with middlemen, ensured development and enhanced the country's image internationally. The Prime Minister said, there will be a new dawn of development in Assam and lack of governance will come to an end. He said, there is a strong wind of change which will uproot Congress and its 15 years of misrule. <br/><br/>He said his main agenda is speedy and all round development to tackle unemployment, illiteracy and poor road connectivity in the state. Saying that one crore people in Assam live Below Poverty Line, he accused the ruling Congress party of not working towards alleviating poverty. Mr Modi said his fight is not against Chief Minister Tarun Gogoi but against poverty, illiteracy and corruption. He alleged that the ruling Congress party in the state had power and funds, yet Assam is lagging behind in terms of development.<br/> <br/>Later addressing another rally in Kalinagar in Barak Valley, Mr Modi said, now the time has come for the Assam people to ask questions from Congress government. He said, the people of the state reposed their belief, faith and confidence in Chief Minister Gogoi and the Congress for the last 15 years but they fooled the people.<br/><br/>Mr Modi had addressed five election meetings in Upper Assam yesterday.
