NHRC issues fresh Advisory on Bonded labour to Centre, States and UTs

National Human Rights Commission, NHRC has issued fresh Advisory on Bonded labour to the Centre, States and union territories. It has said that the focus of State and District level functionaries should not only be limited to brick kilns alone but also in domains where bonded labour system has manifested itself in newer forms like in Construction Industry, Shopping Malls, Call Centres and Massage Parlours.
''
''The Commission has also asked State Governments and union territories to identify households in extreme vulnerable conditions so as to prevent any instance of bonded labour. It said the state Government should provide free ration, healthcare and other social security covers to the vulnerable and the marginalised communities.
''
''In the advisory, NHRC has said that the District Administration should bear the expenses of providing food and safe transportation facilities to the released labourers.
''
''It added that in context of Non-Cash Assistance, the District Magistrate should ensure that the benefits available under Central Sector Scheme for Rehabilitation of Bonded Labourer 2016 such as allotment of house-site and agricultural land, land development, wage employment, supply of essential commodities under Targeted Public Distribution System and education to children should be given to the families of released bonded labourers. It has also asked the Centre to simplify the process of registration of informal workers at the e-Shram portal.
