New constitution can't be drafted without establishing peace in Nepal: Paudel

In Nepal, the leader of Nepali Congress parliamentary party Ramchandra Paudel has said the new constitution cannot be drafted without establishing peace in the country. Addressing a programme at Ratnanagar in Chitwan on Monday, Mr. Paudel, who is the lone candidate in the Prime Ministerial election, said he will consider withdrawing from the electoral race, only after the Maoists makes a tangible commitment on the integration and rehabilitation of its combatants, adding that peace cannot be established as long as there are two armies in the country. Expressing his party's firm commitment to peace and democracy, he alleged that hindrances created by other parties have caused delay in forming the new government and drafting of theconstitution.AIR Kathmandu Correspondent reports that Nepal is in the process of electing a new Prime Minister since July this year after Mr. Madhav Kumar Nepal resigned on June 30. Nepal is without an effective government since July this year with parliament unable to elect a new Prime Minister despite repeated attempts. Mr. Ram Chandra Paudel, a senior leader of the Nepali Congress is the only candidate contesting the election after Moist Chairman Prachanda withdrew after the 7th round of voting to elect a new Prime Minister. Poudel contested the election twelve times so far without any success and the 13th round of voting is scheduled for 26th of this month. Both the Maoists and the CPN(UML) have requested the Nepali Congress to withdraw its candidate from the electoral race to pave way for forming a national consensus government. But Nepali Congress has refused to do so demanding a firm commitment from the Maoists on integration and rehabilitation of its combatants – a key component of the peace process. Nepal's major parties have however agreed to continue the dialogue process to find a way out to end the political deadlock on government formation.
