In Nepal, the government failed to present the budget for the coming fiscal year 2011-12 on Thursday. The Parliament -Legislature which was to meet at four on Thursday evening has been rescheduled for tomorrow in Kathmandu . The talks between the government’ and the Samyukta Loktantrik Madhesi Morcha an alliance of five Madhes parties with seventy-one members in the Constituent Assembly failed to reach consensus for the budget .The Morcha said that the government had not taken their demands seriously and not consulted them while the budget was being prepared. A joint parliamentary party meeting of the Morcha constituents on Wednesday had issued an ultimatum to address its demands by the afternoon on Thursday and remained firm on their stand.The Alliance has demanded the government allocate budget for building a school each in the native places of the martyrs of the Madhes uprising, execution of a special plan to preserve the Chure region, irrigation facilities along with subsidy in seed, construction of a postal road along with East-West railway, expediting the process of building an international airport in Nijgad along with constructing international regional airports at Bhairahawa and Janakpur.Since the formation of the Constituent Assembly in 2008, the due parliamentary procedures have been followed to present the budget in time. However the madhesi Morch put a spanner in the works just hours before the budget was to be presented by the Finance Minister who had arrived with the wrapped brief case containing the budget papers .Last Year the budget was brought about by an ordinance e as the Maoist said the caretaker government could not present the budget.
