He was addressing National Conference of Principal Secretaries, Secretaries of States and Union Territories dealing with Minority Affairs in New Delhi this morning. Mr Naqvi said, the government believes in empowerment with dignity and in the last four years a big change has come in the lives of people through various initiatives of the Centre. He said, under the Pradhan Mantri Jan Vikas Karyakram, for educational empowerment and employment oriented skill development of Minority girls, the Centre is providing school, college, polytechnic, hostel, ITI, skill development centre in those areas which had been deprived of these facilities for decades.</div>''<div style="color: #222222; font-family: arial, sans-serif; font-size: 12.8px;"></div>''<div style="color: #222222; font-family: arial, sans-serif; font-size: 12.8px;">Later replying to a media query on the sidelines of the function, Mr Naqvi said, Congress should put it stand and debate inside the Parliament on Triple Talaq Bill rather than obstructing it. Replying to another query on All India Muslim Personal Law Board's comment that the practice of Nikah Halala cannot be challenged since it is Quranic, Mr Naqvi said, evil practices in the society should be stopped.  </div>
