BJP has hailed the victory of NDA candidates in assembly by-polls in different states as a victory of development agenda over vote bank politics. The alliance won seven seats out of 12 in eight states.<br/> <br/>Briefing reporters in New Delhi today, party Secretary Shrikant Sharma said the results are encouraging for the NDA. Referring Uttar Pradesh's result where party got one seat, Mr. Sharma claimed the count-down of Samajwadi Party's fallout has begun as the state government has failed at all fronts. He also accused the UP government of promoting criminal elements in the state. The BJP leader said the people have also given a message to Congress in Karnataka that the administration run by it has failed in the state.<br/><br/>Mr. Sharma also took a dig at Congress Vice President over his accusation against NDA government that it is appointing RSS men in Universities. He said,Congress leaders are suffering from RSS phobia.
