NCW urges centre & state to move fresh applications against Rathore

The National Commission for Women has written to the Centre and the Haryana government to move fresh applications against former DGP of Haryana SPS Rathore on charges of abetment to suicide of Ruchika, attempt to murder of her brother and criminal conspiracy. Chairperson of the NCW, Girija Vyas told reporters in Delhi that the commission will be fully supportive in securing civil damages for the victim's family. CBI also said that it will consult Law and Home Ministries on appealing against the trial court judgment in the Ruchika Girhotra molestation case. CBI Spokesman Harsh Bhal said, it will also explore filing charges of abetment to suicide. Union Home Ministry has called Ruchika's lawyer for consultations on Wednesday.Meanwhile, the father and brother of Ruchika Girhotra, who was molested by former DGP of Haryana SPS Rathore,on Tuesday demanded registration of fresh FIRs against him and others in connection with the post mortem proceedings and other cases. Subash Chander Girhotra and Ashu, father and brother of Ruchika, submitted their complaints to Panchkula SP, Maneesh Chaudhary. Their family lawyer Pankaj Bhardwaj accompanied Ruchika's class mate Aradhana's father Anand Parkash to the office of the SP. Mr. Chaudhary said the police will have to take legal opinion as it is a 16-17 year old matter. Rathore a 1995 batch IPS officer of Haryana, who retired in 2002, was awarded a six months jail term by a CBI court last week for molesting Ruchika, a budding tennis player in 1990 when he was an IGP. Ruchika consumed poison three years later on December 28, 1993 and died the following day. Rathore is now out on the bail. A petition was also filed today in the Punjab and Haryana High Court seeking re-opening of the case against former Haryana DGP S P S Rathore. In a related development, the Chandigarh Administration has ordered a probe against the school which had expelled Ruchika Girhotra after her molestation by former Haryana DGP S P S Rathore. The probe, ordered by Education Secretary Ram Niwas, has been initiated to ascertain the causes which led to the expulsion of then 14-year old Ruchika.Our correspondent reports that sixteen years after molestation victim Ruchika Girhotra died this day after consuming poison, her friends and family members today took out a march at Panchkula in Haryana and lit a lamp outside the house where the teenager once lived. 14-year-old Ruchika, who was molested by former DGP of Haryana SPS Rathore in 1990, consumed poison on December 28, 1993 and died the following day. With a 'puja thali' in her hand, Ruchika's friend Aradhana accompanied by 35 well wishers of the family took out a march from her house No. 210 in Sector six to house No. 363 in the same sector where Ruchika lived with her family then.The marchers observed a minute's silence outside the house in which no family is residing presently. Aradhana told reporters waiting outside the house that the signature campaign launched has evoked good response from people in the struggle for justice for Ruchika and her family. Aradhana said that since Ruchika's father S C Girhotra was forced to sell his house here, the society should take steps for the family to get back the house. A number of students and teachers from Punjab Engineering College in Chandigarh also visited the family offering support.
