NATO Foreign Ministers are meeting in Berlin as signs grow that their military action in Libya has failed to tip the balance decisively against Col. Gaddafi. Only six of the 28 NATO members are currently using their aircraft against pro-Gaddafi forces. A report from the venue of the meeting says the Dutch, Belgians and Italians are among those likely to be urged by Britain's Foreign Secretary William Hague and his French counterpart Alain Juppe to move from providing aircraft purely in defensive and support roles to active involvement in attacks. But the decision by the United States to reduce its involvement substantially and place the main burden on European members to police their neighbourhood will also be questioned by some. The Berlin talks will be a critical test for NATO although the alliance seems certain to agree on public statements of shared resolve over Libya. As NATO Ministers discuss LIBYA, the rebels say there have been more fighting in the besieged western city of Misrata. They said pro-Gaddafi forces had fired rockets into the city killing more than 20 people. The rebels have been pleading for more NATO air-strikes particularly around Misrata.
