The article empowers state's legislature to define permanent residents of the state and provide special rights and privileges to them.<br/><br/>Meanwhile, Jammu Unit of the BJP has accused the National Conference of trying to create a fear psychosis among people over the issue. It's president Devinder Rana said, the opposition was responsible for promoting majoritarianism at the cost of minorities in the state.
