The government will hold a nation-wide debate on electoral reforms soon to find out the various reasons for the low percentage of voting in the elections. Replying to a debate on a private member's bill on Compulsory Voting in the Lok Sabha today, the Law and Justice Minister, Mr. M Veerappa Moily said the government is planning to organise a National Consultation on comprehensive electoral reforms within two to three months. He said several citizens will also be invited for the debate. The Minister said there is a need to find the psyche of the people for not participating in the elections, which he said is the festival of democracy. He said so far, no detailed study has been made to find out how far the money and muscle power, the caste and religious factors are influencing such people during the elections. Following the assurance by the minister, Mr. J P Agarwal of the Congress, who moved the bill, later withdrew it.
