NAC recommendations on National Food Security bill may have to be calibrated: PM’s Economic Advisory Council

The Economic Advisory Council to the Prime Minister has said that the implementation of entire set of NAC recommendations on the National Food Security bill may have to be calibrated. It has however favoured assured delivery of foodgrains at two rupees a kg for wheat and three rupees a kg for rice to the really needy households. It suggests varying quantum for the rest depending upon the availability of foodgrains. The Council headed by Mr. C. Rangarajan has said Legal entitlement over foodgrains should be given only to priority households, 46 per cent of rural population and 28 per cent of urban population as of now under the proposed National Food Security Bill. It says that the total subsidy for the entitled population will be to the tune of 68,539 crore rupees in the first phase. The total subsidy in the first phase will be 83 thousand crore rupees if the subsidy required for maintaining the bufferstock and the welfare schemes are added.The Council has said that while it accepts the NAC recommendation of 7 kg per capita entitlement to the priority households and restrict per capita grain entitlement to two kg for general household but this option is difficult to implement in view of the projected food availability. It says that covering general households under mandated regimes is feasible only if the entitlement of the priority households is less than 7 kg per person. The Council says that the total foodgrain requirement for the entitled population, buffer stocks as well as other welfare programmes treated as mandatory will be about 51 million tonnes during this year and nearly 52 million tonnes in 2014.The other recommendations of the Economic Advisory Council are the need to focus on increasing foodgrain production, creating a stable procurement regime, comprehensive computerization of public distribution system, introduction of smart cards for the beneficiaries. It says that the identification of the beneficiaries should be entrusted to the state governments. The economic advisory Council has suggested that the central government should indicate the percentage of entitled population but actual identification of beneficiaries should be the responsibility of the states. AIR correspondent says that the National Advisory Council, NAC headed by Mrs Sonia Gandhi had recommended legal entitlement to subsidised foodgrains to be extended to at least 72 to 75 per cent of the country's population in two phases. It had suggested that the priority households monthly entitlement should be 35 kg per family, with seven kg per person and 20 kg per general households equivalent to four kg per person.
