Moily introduces Judicial Standards & Accountability Bill 2010 in Lok Sabha

A bill aimed at laying down judicial standards and providing for accountability of judges, was introduced in the Lok Sabha today. The Bill seeks to establish credible and expedient mechanism for investigating individual complaints against misbehavior or incapacity of a judge of the supreme court or of a High Court. It also provides for regulating the procedure for such a probe. The Judicial Standards and Accountability Bill, 2010, moved by the Law and Justice Minister, Veerappa Moily, will help in strengthening the institution of judiciary by making it more accountable. Under the proposed bill, every judge will have to make declaration of assets and liabilities. At present, there is no legal provision requiring the judges of the Supreme Court and High Courts to declare their assets and liabilities.The supreme Court had asserted that the judiciary has no objection to the disclosure of assets of judges provided this is done through an act of parliament through adequate safeguards. It was in this backdrop that the government considered it necessary to come out with a law. The bill also calls for establishment of a judicial oversight committee on the complaints against the judges.
