The National Development Council will meet in New Delhi today for a mid-term review of the 11th Five Year Plan. Prime Minister Dr. Manmohan Singh will preside over a meeting of top policy forum. Agriculture, management of water resources, power generation with a focus on Distribution reforms, urbanization and specific problems of tribal development are high on the agenda of the meeting. This was disclosed by the Deputy Chairman of Planning Commission Montek Singh Ahulwalia in New Delhi on Friday. Planning Commission sources said discussion paper prepared by the plan body has suggested a sharp cut in the taxes on agriculture produce to less than 1 per cent, better cooperative credit, crop diversification, better seeds, soil-based nutrients and more water. The paper also identified availability and management of water as a challenge in equal measure and called for major reforms in the irrigation system and use of groundwater. In the case of electricity generation, the paper says the target of 78,000 mw will be unlikely to be met, with additional capacity generation of around 62,000 mw, calling for measures such as reduction in transmission losses. Ahulwalia added transmission loss was to the tune of Rs 40 thousand crore. He called for evolving a mechanism to address the transmission losses and impose a cess on the states who over use power resulting in low water table.He added that the clearance of power projects would be expedited in the near future as the Planning Commission had given its recommendations to the Government, which are being actively considered.He said the Plan Panel was working inclusive development for the tribals who account for 8.2% of the population. Ahulwalia said the National Development Council meeting was an important opportunity to listen to the Chief Ministers and share the perception of the Planning Commission with them to ensure inclusive growth.
