Manipur Chief Minister Nongthombam Biren Singh on Friday presented a deficit budget of 21,224 crore rupees for the fiscal year 2020 -21 on the first day of the Budget Session in the State Assembly. <br />'' <br />'' It shows a deficit of 1,363 crore rupees. Presenting the budget in the house, the Chief Minister, who also holds the finance portfolio said his government's policies are people-oriented and decisions are based on feedback from the people. <br />'' <br />'' Mr Singh said, his government is giving top priorities in the fields of education, tourism and conservation of environment, forests & wildlife. Providing safe drinking water and proper sanitation are also other priority areas of his government, he added.<br />'' <br />'' The Chief Minister said, the government has taken great strides to bridge the divide between valley and hill areas of the state. He also informed the House that the long-awaited Imphal-Mandalay (in Myanmar) flight is likely to be introduced this year which will help boost in medical tourism.<br />''<br />'' Earlier, Governor Dr Najma Heptulla addressed the session.<br />''
