The Prime Minister has called upon the state governments to properly use the central funds invested in the education sector. Addressing the valedictory function of the 150th anniversary of St Xavier's college in Kolkata last evening, Dr. Manmohan Singh said the UPA Government has raised public investment in education very steeply. Never before has so much money been invested in education. He said, the state governments should ensure that the funds are well spent. Expressing happiness over the rising literacy rate, the Prime Minister said he would to like to see every child becoming literate over the next decade. Lauding the contribution of Christian missionaries to the education sector, he said they used education to reach out to the hearts and minds of the people. Earlier, addressing prominent cultural personalities and academics at a function there, Dr.Manmohan Singh disclosed that the centre is considering granting of functional autonomy for effective running of national level cultural institutions. He said that the Government also favours liberalised rules for recruiting executive heads of such bodies for professional management. The Prime Minister said that he had agreed with his Bangladesh counterpart Sheikh Hasina to oversee the joint celebration of 150th birth anniversary of Rabindranath Tagore in a befitting manner in May, 2011. Our Correspondent reports that the Prime Minister laid the foundation stone for the second phase of Science City in Kolkata which is largest science centre in the country. Dr. Singh also inaugurated the new campus of the Moulana Abul Kalam Azad Institute of Asian studies. The State Governor, Mr. Devanand Konwar, Chief Minister, Mr. Buddhadev Bhattacharjee were also present on the occasion.<br/><br/>
