In Sri Lanka, opposition leader and former President&nbsp; Mahinda Rajapaksa have said he is not against constitutional reform and would present proposals at the next election to seek a direct mandate from the people. <br />'' &nbsp;<br />'' Issuing an statement last night on the new constitution proposals, Mr Rajapaksa accused the government of deflecting key issues linked to the draft constitution, such as the devolution of powers and reduction of Parliament powers.&nbsp; <br />'' &nbsp;<br />'' A new constitution aimed at safeguarding the interests of minorities, was one of the main promises of a new government after it came to power in 2015. However, differences between President Maithripala Sirsiena and Prime minister has prevented much progress on the issue.<br />'' &nbsp;<br />'' &nbsp;<br />'' <br />
