In Madhya Pradesh, two ministers Tulsiram Silawat and Govind Rajput, have resigned from their posts after completion of six months in office.<br />'' <br />'' Both are not members of the state legislature and are contesting the November 3 state assembly bypolls.<br />'' <br />'' As per Article 164 (4) of the Constitution, a minister who for any period of six consecutive months is not a member of the legislature of the state shall at the expiration of that period cease to be a minister.<br />'' <br />'' In a letter addressed to the chief minister, Silawat informed that as per the Constitution's provisions, he is resigning from the post of water resources minister.<br />'' <br />'' On the other hand, the Jabalpur High Court has issued a notice to 14 leaders who have been included as ministers in the state cabinet, when they were not even a MLA. All these leaders are currently contesting the by-elections.  <br />'' <br />
