The Lok Sabha has taken up discussion on FDI in multi-brand retail under Rule 184 after the Speaker Meira Kumar gave a ruling that the motions for modification in the Foreign Exchange Management Act (FEMA) will also be taken up simultaneously. But each motion will be put to separate voting at the conclusion of the discussion. Her ruling comes in the wake of objections raised by Opposition in regard to the Rules of the Procedure.
As soon as the House reassembled at 2 pm, Mr. Yashwant Sinha of the BJP raised objections to the procedure for discussion. Supported by Mr. Basudeb Acharya of the CPM, the Opposition benches demanded that the motions by Prof. Saugata Roy of Trinamool Congress and Independent member Mr. Hassan Khan on omitting FEMA Amendment notifications in multi-brand retail be taken up separately. Parliamentary Affairs Minister Kamal Nath said the issues are related and it would be prudent to club the discussion on the three motions. Later the leader of the Opposition Sushma Swaraj initiated the discussion.
