The Lok Sabha has passed the National Institutes of Technology, Science Education and Research (Second Amendment) Bill,2016. The Bill seeks to declare certain institutions of technology, science education and research as Institutes of National Importance.<br/><br/>It provides for research, training and dissemination of knowledge in these institutions. The Bill adds two more institutes under National Institutes of Technology, Education and Research,NITSER Act.<br/><br/>They are Indian Institute of Science Education and Research, Tirupati, Andhra Pradesh and Indian Institute of Science Education and Research, Berhampur of Odisha.<br/><br/>Replying to a debate, Human Resource Development Minister Prakash Javadekar said, these institutes will promote quality education and research in the field of higher education.<br/><br/>He said, to create research facilities, the government has set up Higher Education Financing Agency with a support of two thousand crore rupees and later the agency would leverage 20 thousand crore rupees for funding projects for higher education in three years.<br/><br/>Taking note of the large number unemployed graduate engineers, Mr Javadekar said, the government will chalk out a policy to bring reforms in engineering education so that passouts could get employment.<br/><br/>He also informed that 400 engineering colleges failed to enrol any student because of their poor standards.To retain talent within the country and check brain- drain, the HRD Minister said, five hundred best research scholars will given scholarship of 75 thousand rupees per month with better research environment.<br/><br/>He also assured the members that all the vacancies in Central Universities and technical institutions will be filled up soon. He said, hundred post of teachers in SCs and STs category and 25 in Divyaang will also be filled up.<br/><br/>He said, there is a need to introduce induction courses in Universities for students to make them familiar with each other and put a check on suicidal tendencies.<br/><br/>On school education, the HRD Minister expressed his government's commitment to improve educational standard and proper training module for teachers.<br/><br/>He said, the government will implement learning outcome system in all the schools for1st to 8th standard so that the students at each standard could know what to learn.<br/><br/>He also informed form the academic year 2017-18, the board examination of calss 10th for all students will be compulsory. He said, the colleges which are running B.ED and D.ED courses have been asked to submit affidavit whether they are adhering to training norms failing which they will be penalised and also they will be de-recognised.<br/><br/>Earlier, initiating the debate, Sushmita Dev of Congress drew the attention of HRD Minister towards large number of engineering graduates who are unemployed.<br/><br/>She said, every year around 8 lakh engineering graduate passed out but five lakh graduates remained unemploued and the government should also look into the concern of unemploybility.<br/><br/>Ramesh Pokhriyal Nishank of BJP said, after declaring these two institutes of national importance they will further promote advance research activities in the field of higher education. He also appreciated the government for enhancing the education budget by over nine percent to 79 thousand and 685 crore rupees against the last year's budget.
