LS passes Indian Medical Council (Amendment) Bill, 2016 & Dentists (Amendment) Bill, 2016

The Lok Sabha has passed the Indian Medical Council (Amendment) Bill, 2016 and the Dentists (Amendment) Bill, 2016 after detailed discussion. The bills seek to amend the Indian Medical Council Act,1956 and the Dentists Act,1948 to replace the ordinances that were promulgated in May to keep state boards out of the ambit of National Eligibility Entrance Examination, NEET for admission in MBBS and BDS courses for this year. <br/><br/>The Bills provide for conduct of uniform entrance examination for admission to all medical educational institutions at the undergraduate and post-graduate courses. The examination will be conducted in Hindi, English and some other languages. Replying to a debate on the bill, Health Minister Jagat Prakash Nadda said, the bill will give statutory status to the NEET. He said, objective of the bill is to do away the multiplicity of exams that students had to face, making examination system fair and transparent and to stop exploitation of students in the name of capitation fees. He clarified that only state boards have been exempted from the ambit of NEET this year and all private medical colleges will come under the new system. Mr Nadda said, the CBSE will conduct the examination for undergraduate medical courses while for postgraduate courses it will be done by National Board of Examination. Mr Nadda also informed the House that 16 states have opted for State Boards examinations and 15 states have opted for NEET this year.<br/><br/>On the issue of language, the Health Minister said that he has written to all States to provide details about the students who have appeared in the medical entrance tests in their own languages during last three years so that further action could be taken.Later not statisfied with the reply of the Minister, the AIADMK staged a walkout.<br/><br/>Earlier, speaking on the bills, N K Premachandran of RSP pitched for putting in place stringent regulations for medical institutions. He said, like the uniform medical examination, the fee structure should also be uniform. KC Venugopal of Congress complimented the Health Minister JP Nadda for bringing the bills. He said, it will help do away the corrupt practices in the entrance examination. He also said, the uniform examination should also be allowed in regional languages. Supporting the twin bills, Dr Sanjay Jaiswal of BJP demanded opening of more medical colleges.
