Lokpal bill introduced in LS; BJP raises issue of non-inclusion of PM; Govt charges BJP of double speak

The Lokpal Bill was introduced in the Lok Sabha on Thursday. The proposed legislation will pave the way for creating a mechanism for citizens to approach newly created anti- corruption watchdog with complaints against officials, bureaucrats and Union Ministers. When the Bill was introduced by the Minister of State for Personnel, the leader of the Opposition Sushma Swaraj raised the issue of non-inclusion of Prime Minister under the Lokpal.The Lokpal will have a Chairman with eight members to assist him. The post of Prime Minister and Senior Judiciary has been kept out of the ambit of the Bill. The Bill will now go to the Parliamentary Standing Committee for detailed discussions.Addressing a press conference in New Delhi this evening, the HRD Minister Kapil Sibal described BJP's opposition on non inclusion of Prime Minister in Lokpal as political opportunism.Charging BJP of double standards and double speak, Mr. Sibal said that NDA bill on Lokpal was cleared two- and-a-half years before UPA came to power but it was never brought for Parliament's approval. The Home Minister Mr. P. Chidambaram explained that the Prime Minister can be questioned after he demits office. Minister of State for Personnel Narayan Swamy reiterated that Dr. Manmohan Singh was himself in favour of bringing Prime Minister's office under the Lokpal but majority of the Cabinet Ministers were against it. In response to a question on burning the copies of the Draft Bill by Anna Hazare group, Mr. Sibal said, it is an insult to the institution of Parliament. He suggested them to approach the Members of the Standing Committee on the Bill to put across their point of view.
