The Lok Sabha on Monday passed the Railway Budget 2011-12 with the Minister Ms Mamata Banerjee underlining the need for bringing a law to make railways an essential service. Replying to the discussion on the railway budget, she said the railways and its property have become the victim of the frequent agitations across the country. Refuting opposition allegations, the Railway Minister said her ministry has taken several measures to ensure passenger safety. She said Anti Collision Devices will be introduced in 8 out of 17 railway zones in the country with a view to avoid accidents. She said that railways have already constructed over bridges at several unmanned level crossings and the rest will be covered within few months. Referring to the complaints of shortage of rail rakes, Ms Banerjee said all out efforts are being taken to manufacture coaches and a few of them will be on tracks by April this year. To a specific question on the pending railway projects, she said, her ministry will hold discussions with relevant ministries including finance and the Planning Commission to pool up funds. Later, the House adopted the budget after negating the cut motions. It also passed the Supplementary Demands for Grants for 2010-11 by voice vote.
