The issue of demonetisation continued to rock Parliament for the 16th day today, the Lok Sabha and the Rajya Sabha could not transact any substantial business, as the Opposition parties stalled the proceedings in both the Houses.<br/><br/>In the Lok Sabha, Opposition members from Congress, Trinamool Congress and Left continued their protest in the well, calling for a discussion on the issue with the provision of voting. This was not agreed to by treasury benches. Speaker Sumitra Mahajan warned some Opposition members not to obstruct other members from expressing their views asking them not to do so in future. The noisy scenes, however, continued.<br/><br/>Amid the uproar, the House took up discussion on the Second Supplementary Demands for Grants in respect of General Budget for 2016-17 and Demands for Excess Grants in respect of General Budget for 2013-14. Both the financial legislations were passed amidst din before adjourning for the day.<br/><br/>Replying to a brief debate in the House, Finance Minister Arun Jaitley hit out at the Congress on the black money issue posing a challenge to name any single step taken by it to curb the menace during its rule between 2004 to 2014. He said, the situation which has arisen due to demonetisation will be back to normal by the 30th of this month. Mr Jaitley said, the government is trying to resolve problems faced by the people and RBI is putting more cash in the market through banking system. He said, the move is aimed at making Indian economy less cash and more digital.<br/>On Supplementary Demands, Mr Jaitley said, a provision of about 60,000 crore rupees has been made in the Supplementary Demands for Grants. It will involve a net cash outgo of over 35,000 crores during 2016-17. He said, in comparison to the last fiscal, the Plan Expenditure during this fiscal would be much higher than the budgeted levels. Mr Jaitley also said, the government plans to spend 4,000 crores under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) through the second batch of supplementary demands. He said, with this, a total of 47,000 crore rupees will be spent under the scheme during this fiscal.<br/><br/>Members from BJP, TDP, YSRCP, Shiv Sena and INLD supported the legislations.<br/>In the Rajya Sabha, when the House met at 2 pm after two adjournments, Chairman Mohammad Hamid Ansari tried to take up discussion on demonetisation. However, the Opposition stood up shouting slogans seeking Prime Minister's presence during the discussion. This was objected to by some members from the treasury benches. As there was no improvement in the situation, the House was adjourned for the day.
