The Liberhan Commission that probed the Babri Masjid demolition has recommended a law providing for exemplary punishment over misuse of religion to acquire political power. The report along with the action taken was tabled in the both Houses of Parliament by the Home Minister Mr. P Chidambaram. The voluminous report comes down heavily on mixing religion with politics saying that events of December 6, 1992 and subsequent events have already shown the nation the dangerous trend of alienating people and dividing them into small sections. The 13 page action taken report says the government accepts the recommendations and is contemplating enactment of a communal violence bill to prevent and control riots and set up special courts to deal with them. The report calls for setting up of four regional tribunals for ensuring swift prosecution and effective implementation of the law. Accepting the recommendation though the ATR makes no reference to the indictment of top BJP and RSS leaders, the report points out that the senior BJP leader MR. Atal Bihari Vajpayee was also aware of the developing situation. The action taken report, while referring to the cases arising out of the demolition says that steps will be taken to expedite the hearing of these cases. The ATR refers to 8 cases pertaining to prominent leaders and 47 others, in a special court in Raebariely. The commission also suggests to separate religion from politics and calls for insulating issues of governance from that of theology. While the commission suggests to confirm statutory powers on National Integration Council and its members to be barred from holding any constitutional office or participating in any political activities, the ATR says that it is not practical recommendation. On the proposal to set up criminal justice commission for monitoring all law enforcement agencies and application of corrective measures, ATR says law commission will be approached to study the desirability of such commission. On dealing firmly with the threat of communal violence, the report proposes the need for specialized investigating squads under the state criminal investigation agencies. AIR correspondent reports, that the Liberhan commission which was set up 10 days after the demolition of disputed structure in Ayodhya in 1992, submitted its report to the government in June this year after 17 years.<br/> <br/> <br/>The former Prime Minister, Atal Behari Vajpayee and BJP senior leader, Mr. L.K. Advani and Murli Manohar Joshi are among the 68 leaders of the Sangh parivar and bureaucrats who have been held culpable by Liberhan Commission for leading the country to the brink of communal discord over the Ayodhya issue. The other prominent names accused in the report are the then Uttar Pradesh chief <br/>Minister, Kalyan Singh, the top brass of the VHP like Giriraj Kishore and Ashok Singhal. Shiv Sena chief Bal Thackeray, RSS leader Govindacharya, late BJP leader Pramod Mahajan and former BJP leader Uma Bharati. <br/> <br/> <br/>Meanwhile,the BJP described the findings of the Liberhan Commission as perverse, ill-founded and against the evidence placed before the Commission. Briefing media on its reaction to the report, the BJP leader, Mrs. Sushma Swaraj said that even the principle of natural justice was not followed as the former Prime Minister, Mr. Atal Behari Vajpayee who has been placed in the list of accused was not even summoned by the commission. Mrs. Sushma Swaraj also demanded the resignation of the Home Minister, alleging that he himself has leaked the report, saying that whatever appeared in the press was verbatim the report. The Congress said that the commission has shown the true face of BJP which believes in dividing the people on the lines of religion and using communal politics to gain power. The party spokesman, this is BJP's past, present as well as its future. He said, instead of even for once saying that it was a mistake, BJP has glorified all those involved in the incident. In reply to a question on Atal Behari Vajpayee who has been indicted in the report, Mr. Singhvi said that the commission report can be used as the basis for further investigations into the case and only after that can fresh case be registered. The report has said that the top leaders of the BJP including Mr. Vajpayee could not but have known all that happened with regard to the whole movement leading to the demolition.<br/>
