Inaugurating a national workshop on development strategies for implementaion of rural development schemes in 60 naxal affected districts under the Integrated Action Plan, Mr Chidambaram said, it is the most violent movement the country faces today. He said the greatest challenge is to establish governance in areas affected by Left wing Extremism.Mr Chidambaram asserted that the primary responsibility of maintaining law and order and managing the development works in these regions lies with the State Governments. The Home minister stressed the Centre can only assist by providing funds, security forces, technological assistance and other guidance to tackle the Left wing extemism. He, however, said the most effective way of dealing with the problem of naxalism is to win the hearts and minds of villagers. He said that the battle against naxalism can not be won without the support of local people.
