Laos has deferred a decision to build a controversial dam on the Mekong River in the face of opposition from other countries. A Commission set up by Laos, Cambodia, Vietnam and Thailand said the matter needed to be resolved at ministerial level. Opponents said the dam could affect the River's ecology.
