Kyrgyz officials said today they still plan to go ahead with a June 27 referendum on a new Constitution despite a continuing state of emergency in two southern regions. <br/><br/>Meanwhile, rights activists say two people were killed during a police operation in an ethnic Uzbek village in southern Kyrgyzstan. They said at least 17 people were also hurt in the operation on the outskirts of Osh.
