Khurshid: All-party meet on electoral reforms to be held soon

An all-party meeting will be held in New Delhi to discuss the electoral reforms in the country after the Prime Minister's visit to Indonesia and Singapore.

Briefing reporters in New Delhi today, the Law and Justice Minister Salman Khurshid said that a core committee constituted in October last year held regional consultations to have comprehensive reforms in the system and some of the important suggestions came up during the discussions.

They include de-criminalisation of politics, state funding of elections, better management and conduct of elections with special reference to press and media and regulating political parties.

He said suggestion have also been received for auditing of the finances besides right to reject and recall.

Mr. Khurshid said, there is a greater need for an effective mechanism to resolve the commercial disputes and the fast-track Courts set up for the purpose has shown excellent results.

The Minister said, a double bench at the High Court level is being set up to look into commercial cases. He said this is essential as India is emerging as an important destination for foreign direct investment. The Minister said that the national litigation policy which is in place since June' 2010 will get legal backing after a Bill is passed by Parliament.

Mr. Khurshid said that the Bill will be introduced in the Winter Session of Parliament. Apart from this, he added that amendments to arbitration and conciliation Act is also being carried out and a cabinet note proposing the amendments is being finalised.

The Minister said, the recommendations of the National Knowledge Commission to regulate legal education and establish Centres for advance legal studies are being implemented.

He added, several law universities of international standard have been set up and a National Council of Legal Education and Research is being set up with four regional centres in different parts of country.

Mr. Khurshid while responding to questions said that the judicial standards and accountability Bill is already in place.

This he said, the bill will ensure transparency and accountability in the judiciary.
